AD PERSONAM
Ad Personam is a project co-financed by the European Union under the auspices of the European Intelligent Energy Europe Program, which aims to promote the use of public transport and reduce the use of private motorized transport, with a special focus on commuting (home-work trips) in medium-sized cities (up to 200,000 inhabitants).
This initiative is coordinated by the City Council of Modena, which developed—together with local partners ATCM and aMo—a direct marketing and geomarketing program involving six other European cities (Lancaster, UK; Besançon, France; Heraklion, Greece; Albacete, Spain; Baia Mare, Romania) and Energie-Cités, the association of European local authorities promoting sustainable energy policies, which is responsible for the project's communication and dissemination activities.
Duration: October 2008 to October 2010
Objectives:
The specific objectives of Ad Personam are:
- To increase the modal share of Local Public Transport (LPT) (which is currently quite low compared to the widespread use of private cars) in medium-sized European cities;
- To increase the number of citizens using LPT for their commuting trips in medium-sized European cities;
- To reduce the use of cars and motorcycles for commuting (home-work-home) trips;
- To evaluate the sustainability and effectiveness of the Direct Marketing Program;
- To define potential user profiles for the services provided by LPT;
- To improve citizens' information and knowledge regarding LPT services;
- To disseminate the concept of the Direct Marketing Program and the best practices implemented in the seven European pilot cities involved in the project;
- To promote the use of Travel Plans as an important tool for LPT.

Participation:
To participate, citizens simply had to live and work in Funchal, be between 18 and 60 years old, not use public transport (no more than two trips per month), and be habitual users of private vehicles for commuting trips.
By responding to the survey and submitting it by April 30, 2009, citizens could be part of a selection of 1,000 individuals who were sent personalized information featuring the best home-work-home travel plans according to their needs. In this case, they received a personalized card for free and unlimited travel on all routes of the Horários do Funchal urban network during the last week of September.
If satisfied, participants could become regular public transport customers by purchasing a monthly pass for only €15.50, immediately benefiting from a €20 discount over the normal price of €35.50. In the second and third months, they received discounts of €10 and €5 off the normal price, respectively. Only from the fourth month onward did they begin to pay the full cost of the pass, which remained substantially lower than the cost of using a private vehicle.
Subsequently, participants were contacted by telephone to understand the reasons for usage or non-usage and the potential satisfaction of those who definitively decided to switch from car to bus for their commuting trips.
